23 Best Places to Winter for Retirees on a Budget

Compare winter bases using rent benchmarks, entry limits, and RV rates, then check the address and dates before you book.

The short answer: The best places to winter for retirees include McAllen, Texas, and Yuma, Arizona, for lower U.S. rent benchmarks, and Naples, Florida, or San Diego for a bigger housing budget. An RV makes public-land stays near Quartzsite another choice. For a winter abroad, Mexico, Panama, and Portugal have different entry limits. Check the permitted stay before paying for housing.

The shovel is still by the front door when you start picturing a winter without it. Then you open a rental listing. The monthly price looks promising, but the dates don’t match your trip. Another place is farther from the streets you’d hoped to walk.

The U.S. rent figures below come from HUD’s fiscal 2026 Fair Market Rent schedule. They’re area benchmarks, not quotes for furnished winter rentals. Abroad, the first number to settle is how long you’re allowed to stay.

23Naples and Fort Myers Winter for Retirees

The difference between these Florida bases is worth pricing before you fall for a photograph. HUD’s fiscal 2026 one-bedroom Fair Market Rent is about $1,800 a month for Naples. The Fort Myers area comes in around $1,640.

Need two bedrooms? The benchmarks are about $1,990 in Naples and $1,960 around Fort Myers. Those are area-wide measures, not promises of vacant seasonal apartments. When a listing costs more, ask what the quoted price covers.

There’s a second test for Naples. Walk Score gives the city 35, meaning it’s car-dependent overall, though Old Naples is more walkable.

Check the exact rental address before calling about dates if you want to leave the car parked. Ask for the full winter quote in each area, then compare the streets around the rentals. You’re choosing an ordinary Tuesday as well as a place to sleep.

22Scottsdale and Tucson Arizona Winter Rentals

Scottsdale and Tucson belong in the same search, but not in the same budget line. HUD puts the fiscal 2026 one-bedroom benchmark for the Phoenix-area market, which covers Scottsdale, at about $1,580 a month. Tucson’s is about $1,080.

For two bedrooms, compare about $1,840 with about $1,400. That gap gives you a reason to open listings in both places before deciding which desert address belongs on your shortlist.

You’ll want to look past the photos, too. NOAA’s Phoenix climate normal puts its January daytime high at about 68°F. That describes Phoenix, not Tucson.

Scottsdale’s citywide Walk Score is 32, so check the address if you expect to do errands on foot. Put listings for the same dates beside each other. Which leaves room for the winter you actually want?

21San Diego California Coastal Rental

A January afternoon near 66°F sounds good when you’re staring at ice outside your window. That’s the normal high at San Diego’s Lindbergh Field. The normal low is about 50°F.

Now put rent beside the weather. The fiscal 2026 HUD benchmark for a one-bedroom in the San Diego area is about $2,460 a month. Two bedrooms come in around $3,000.

If San Diego is the trip you’ve wanted for years, get quotes for your precise dates before ruling it out. Place them next to the HUD benchmark. The difference shows what you’re being asked to pay for that address and timing; the benchmark itself isn’t a booking.

A shorter stay deserves its own quote. You don’t have to commit to a whole winter just because you like the January forecast.

20Honolulu Hawaii Walkable Winter Base

Suppose your best winter day starts by stepping outside, rather than finding the car keys. Walk Score rates Honolulu 66 citywide, with a transit score of 56 and a bike score of 51.

Those scores help you begin the search. The block around a rental matters more once you find one.

HUD’s fiscal 2026 Fair Market Rent for Urban Honolulu is about $2,020 a month for one bedroom and about $2,640 for two. Set that beside the actual quote before deciding what the ability to walk is worth to you.

Try this test: enter the address and look at the route for an ordinary errand. Does it match the day you pictured? A citywide score can’t tell you whether daily life sits within a comfortable walk of your door.

19Palm Springs California Desert Rental

Palm Springs gives you another California winter base to price against San Diego. The catch is where the rent figure comes from: HUD groups Palm Springs within the larger Riverside, San Bernardino, and Ontario area.

Its fiscal 2026 Fair Market Rent is about $1,780 a month for one bedroom and about $2,200 for two. That broad-area figure doesn’t tell you what a particular Palm Springs winter rental will cost.

Tell the rental contact your arrival and departure dates, then ask for the total price. Once you have it, judge Palm Springs against the coast using quotes for the same trip. Don’t let a broad metro benchmark stand in for the address you’ll occupy.

18McAllen and Rio Grande Valley Affordable Snowbird Destinations

Start here if your housing budget has been rejecting every listing you’ve saved. HUD’s fiscal 2026 one-bedroom benchmark for McAllen, Edinburg, and Mission is about $850 a month, among the lowest figures in this guide. The two-bedroom benchmark is about $1,060.

Have an RV? McAllen Mission RV Resort advertises a monthly rate from about $350. That’s an example to call about, not an endorsement or a guaranteed price for your dates. Ask what the posted rate includes and what the full stay costs.

The apartment and RV figures answer different questions. One is a government rent benchmark for an area; the other is an advertised site rate from a business. They don’t buy the same kind of winter.

Decide which setup you want first. Then keep pricing until you have a written number you’d be willing to commit to.

17Yuma Arizona Affordable Snowbird RV Sites

Yuma gives you two prices to investigate. HUD’s fiscal 2026 Fair Market Rent is about $1,050 a month for one bedroom or about $1,380 for two. Rancho Rialto RV Resort posts a 2026 to 2027 monthly site rate of about $675 plus electricity.

The resort rate buys a site; you supply the RV. The HUD figure describes an area’s housing market, not a furnished apartment waiting for your call.

Get the full quote for your dates, including electricity at the RV site. If you don’t own an RV, give an apartment search its own budget rather than measuring it against a campsite price.

16Quartzsite and California Border RV Locations

There are two public-land locations to put on your map: La Posa near Quartzsite and Pilot Knob across the California border. Compare where you’d live, rather than treating every desert site as interchangeable.

At La Posa, the Bureau of Land Management lists a $180 season permit running from September 15 through April 15. A $40 permit covers a 14-day visit. La Posa includes access to water, a dump station, and trash service.

Pilot Knob has the same permit structure, with a season of up to seven months. Read both location pages before choosing a route.

The important word is *permit*. You’ll stay in your own RV and use shared services, rather than rent a home or reserve a resort site. Picture filling the water container and making the trip to the dump station.

If that routine sounds exhausting, price an apartment or resort site instead. The lowest site fee is no bargain when it buys a winter you don’t want.

15Myrtle Beach Affordable Snowbird Coastal Rental

Maybe your version of escaping winter includes a coat on a beach walk, but no shovel at the front door. Before you save a Myrtle Beach listing, check which dates its advertised price covers.

HUD’s fiscal 2026 Fair Market Rent for the Myrtle Beach area is about $1,230 a month for one bedroom and about $1,470 for two. Those figures help you question a quote. They don’t establish the weather you’ll get or the price of a seasonal rental.

Send the dates first. Ask for the total stay price second. Then check where the address sits in relation to the place you planned to walk. A coastal name alone won’t tell you what the ordinary days will feel like.

14Tybee Island Affordable Snowbird Beach Rental

Tybee Island looks like a small place on a map. Its HUD rent benchmark comes from a larger one. The fiscal 2026 Savannah-area Fair Market Rent, covering Tybee, is about $1,530 a month for one bedroom and about $1,680 for two.

That distinction matters when a Tybee listing lands in your feed. The Savannah-area figure doesn’t say a Tybee winter rental is available at that price.

Request a quote for the exact address and dates before calling it a budget beach escape. Put the total beside the area benchmark, then decide whether that particular rental earns a closer look.

13Key West Florida Walkable Streets

In Key West, start with the street rather than the photograph of the water. Walk Score rates the city 63 overall, which it calls “somewhat walkable.” Old Town is more walkable than the city as a whole.

That’s a reason to check an address, not proof you can put away the car for the season. Look up the route from the rental to the places you’d use in an ordinary week. Do you like that walk, or only the idea of it?

There’s no Key West rent figure in the research behind this guide. Get a dated, written quote from the property before calling it a budget choice. The appeal is specific; the bill should be, too.

12Puerto Vallarta Mexico Winter Stay

How long can you remain in Puerto Vallarta on a tourist visit? For U.S. citizens, Mexico’s Forma Migratoria Múltiple, or FMM, has a maximum validity of 180 days.

The immigration officer decides the permitted stay. Check what you’re granted at entry before treating a long rental as settled.

What about care while you’re there? Hospital CMQ says it has three locations, with 24-hour emergency care and bilingual staff. That gives you a provider to contact. It doesn’t tell you what your insurance would pay.

Before a deposit, ask the rental contact for a total price covering your intended dates. Ask your insurer what it will pay for care abroad, too. Save both answers where you can reach them during the trip.

11San José del Cabo Mexico Hospital Route

A hospital name is useful. A route from your front door to that hospital is better. Hospital H+ Los Cabos is a private hospital in San José del Cabo serving the corridor toward Cabo San Lucas.

Take a rental address and check that route yourself. The hospital’s presence tells you nothing about travel time from a particular property. Your insurer, not the listing, must answer what your plan pays there.

There’s no supported housing benchmark for San José del Cabo here. Ask the property for a dated quote covering your whole stay. Keep that answer separate from questions about medical access. A low rental quote won’t settle the care question, and a nearby hospital won’t settle the housing bill.

10Lake Chapala and Ajijic Community Life

What will you do after unpacking? In Ajijic, the Lake Chapala Society describes services for foreign residents and consular outreach information. That gives you an organization to contact before you choose an address.

Ask what’s happening during your intended dates. Then picture an ordinary afternoon: the trip out of your rental, the people you’d meet, and the trip home. Does that journey feel workable from the property you found?

The research offers no supported winter rent figure for Lake Chapala or Ajijic. Request the full property quote, but don’t stop there. Ask the Society what a visitor can attend during your stay. You’re testing whether the days beyond the arrival day have a shape you’d enjoy.

9Panama Tourist Stay and Rental Dates

Panama gives U.S. citizens a longer tourist window to consider. The U.S. State Department’s Panama guidance says a visa isn’t required for tourist stays under 180 days.

Panama’s Resolution 22706 established the 180-day provision for U.S. and Canadian citizens in 2021, according to Panama’s Procuraduría de la Administración.

Read the entry stamp when you arrive. Put the permission you receive beside your departure date, whatever you planned at home.

Before paying for housing, get a complete quote for your intended stay and confirm the current entry rule. A generous window on a government page doesn’t replace the dates you’re granted at the border.

8Costa Rica Tourist Stay and Return Ticket

Your return ticket belongs in the same conversation as your Costa Rica rental dates. The country’s official tourism entry guidance calls for onward or return travel.

For visa-exempt travelers, including U.S. citizens, the immigration officer sets the tourist stay, up to 90 days. Read the permission you actually receive rather than assuming you were granted the maximum.

There’s no supported town-by-town rent figure in this research. Get complete quotes for the towns and dates you’re considering. Then check that your housing dates and onward travel fit the entry permission. Keep the ticket details where you can find them when you travel.

7Bali Indonesia Visa on Arrival

Would the Bali trip you want fit inside 30 days? Ngurah Rai Immigration says the Visa on Arrival for eligible travelers, including U.S. citizens, allows that initial stay. It lists one extension for another 30 days through local immigration.

Build a first version of the trip around the initial permission. If you want longer, check the current extension steps before booking the extra dates. An extension you intend to request isn’t one you’ve received.

Ask a property for a total quote covering the dates you plan to book. Keep that price beside the entry plan. A monthly listing price alone won’t tell you whether the full stay works.

6Phuket Thailand Visa-Free Winter Visit

Start with your arrival date. Thailand’s rule for U.S. passport holders changed on September 15, 2026. The Royal Thai Embassy in Washington lists a visa-free tourist stay of up to 30 days.

The embassy also describes an option to extend once, generally for up to another 30 days. Confirm the current rule before travel; don’t pay for extra rental days on the assumption that an extension is already yours.

For Phuket, ask for a written total for the initial stay first. If that trip sounds too short, settle the extension process before you price a longer one. This keeps the rental decision tied to days you’ve checked, rather than a calendar you hope will work.

5Penang Malaysia Social Visit Pass

For Penang, begin with the arrival rule. The U.S. State Department’s Malaysia guidance says U.S. citizens receive a visa-free social visit pass on arrival for 90 days.

Take that window to the rental search. Request a complete price and cancellation terms for your exact dates, then confirm the current entry rule before paying. There’s no supported Penang rent benchmark here to substitute for a property’s quote.

4Portugal Algarve Rolling Stay Calendar

Portugal’s Algarve asks you to count backward as well as forward. The European Commission’s Schengen short-stay rule allows visa-exempt U.S. citizens up to 90 days within any rolling 180-day period.

That isn’t a fresh allowance each time you enter Portugal. If you’ve already traveled elsewhere in the Schengen Area, include those days.

Mark your earlier travel, proposed arrival, and proposed departure before browsing rentals. Check the current rule, then request a written total for dates that fit. No Algarve rent figure in this research replaces that quote.

355-Plus RV Communities for Winter Living

A public-land campsite and a 55-plus RV community offer different sorts of days. If you want to investigate the community option, begin with two named examples rather than a vague promise of “snowbird living.”

Paradise Park in McAllen describes itself as a gated 55-plus RV park and retirement community for Winter Texans.

In Yuma, Gila Mountain RV Resort posts monthly rates effective November 1, 2026. Neither is an endorsed pick here. They’re places where you can ask a precise question.

Tell each park the dates you want and the RV you’d bring. Ask for the full price and what comes with the site. Then consider whether you’d enjoy that style of winter. A low advertised rate matters, but so does feeling comfortable where you’ll spend your ordinary Tuesdays.

2Snowbird Budget Mail and Insurance Checklist

The place is picked. Now deal with the envelope that arrives at home after you leave. USPS Premium Forwarding Service Residential sends your mail weekly.

The USPS published a $27.80 weekly shipment fee, plus enrollment, effective October 5, 2025. Check its current fee before signing up. Multiply that fee by the weeks you’ll be away, then put the result beside your housing quote.

For an overseas stay, ask a separate question: “What would my plan pay if I needed care there?” Medicare says Original Medicare generally doesn’t pay for care outside the U.S.. The CDC advises considering travel medical and medical evacuation insurance.

How to be a snowbird on a budget starts with comparing costs that buy the same thing. A rental quote, a mail service, and medical coverage solve separate problems. Leave room for all three before calling the trip affordable.

1Written Total for Your Winter Stay

You’ve found an address you like. Before you commit, ask one question: “What is the total for my exact arrival and departure dates?”

That answer does more work than a monthly price in a listing. A HUD Fair Market Rent is an area benchmark, not a furnished winter quote. An advertised RV rate buys a site, not an RV. A public-land permit buys access to an RV area, not a rental home.

Keep those categories separate. If you’re comparing two apartments, request totals for the same dates. If you’re comparing an apartment with an RV site, write down what you’d need to supply for each. For a trip abroad, make sure the dates fit the entry rule before you pay.

Don’t accept a total without knowing what it covers. Ask the property or park to put the dates, price, and included services in writing. Then you can compare the winter you’d actually live with the amount you’d actually pay.

The answer might send you back to the search. Better to learn that before the deposit than after you’ve packed the suitcase.

The bottom line

The lowest documented site fee here buys an RV stay. City rent benchmarks are different numbers, and neither tells you the full price of a rental for your dates.

The well-prepared version of you has checked the address, requested a written total, and confirmed entry dates and medical coverage for a trip abroad. She knows which kind of stay each price buys.
